How to register your kombucha with MAPA
Before its first sale, a kombucha producer in Brazil needs two registrations with MAPA, and both are filed online in the SIPEAGRO system: the establishment registration and the product registration. The good news: both are free. This is the path, in producer language.
Many people find this out late, already producing. Registering is not an optional piece of paperwork: it is the license that lets you sell kombucha legally. It is worth understanding the order of things before you start.
Two registrations, not one
The legal base is Lei 8.918/1994, still in force and modernized by Lei 14.515/2022. It is regulated by Decree 12,709/2025, which since October 31, 2025 replaced the old Decree 6,871/2009 and keeps the requirement of two registrations: the establishment and the product (art. 114).
The procedure itself follows Instrução Normativa MAPA nº 72, of November 16, 2018 (amended by IN nº 4/2021), which remains in force even after the new decree. And kombucha has its own identity-and-quality standard, set by IN MAPA nº 41/2019, which classifies it as a fermented beverage, non-alcoholic up to 0.5% alcohol or alcoholic above that.
1. The establishment registration
It comes first, and it is the more demanding one. You access the service with your gov.br account (Bronze, Prata or Ouro level). In SIPEAGRO you enter the establishment data, the legal representative and the technical manager, and you upload the documents. For a company with a CNPJ they include: partners' or legal representative's CPF, CNPJ registration proof, articles of association, the municipal operating permit (alvará) or its filing receipt, the technical manager's ART (technical responsibility record) from their professional council, a project and descriptive memorial of the facilities with a Good Practices Manual, and a water-potability lab report.
A technical manager (responsável técnico) is mandatory. And after the documents comes a step many people do not expect: a mandatory on-site inspection (vistoria), within up to 10 business days, except for the cases the rule exempts. Only then is the registration granted, and the system issues separate logins for the legal representative and the technical manager. The establishment registration has a validity period and must be renewed in SIPEAGRO before it expires; confirm the current term on MAPA's own service page.
2. The product registration
With the establishment registered, you register the kombucha as a product, and only the technical manager has the profile to do it. In SIPEAGRO you enter the denomination, the ingredient percentages, the additives and the other information that makes up the identity-and-quality standard (PIQ). There is no mandatory minimum documentation at this step, but you may attach lab reports proving compliance with the standard.
Here comes the part that surprises people: for beverages with a defined identity standard, like kombucha, the product registration is automatic and immediate in SIPEAGRO, with no prior review by an inspector (IN 72/2018, art. 11). Automatic does not mean unsupervised: MAPA inspection comes afterward, on what you declared and on what leaves the factory, and the product registration number must appear on the label (Decree 12,709/2025, art. 226). Instant registration is an easy way in, not a waiver from doing things right.
Free, but mandatory
Both MAPA registrations, the establishment and the product, are free of charge, as stated on the gov.br service page itself. Do not confuse this with the classification fee on imported beverages: that is a separate regime that does not apply to a domestic producer.
Free, however, is not the same as optional. Producing or selling a beverage without the required registration is an infraction and exposes the business to administrative sanctions under Lei 14.515/2022, from a warning and a fine up to seizure or condemnation of the product and suspension or cancellation of the registration. Registering before you sell is far cheaper.
MAPA is not the whole story
MAPA registration is the federal registration of the beverage, and it presupposes the local licenses rather than replacing them. Tellingly, the municipality's operating permit (alvará) is one of the documents already required for the establishment registration. Beyond it, the health-surveillance (vigilância sanitária) license for the production space is a separate requirement that varies by município and state, and Anvisa's rules on food labeling and additives apply in parallel. Confirm each of those with your município and state; MAPA answers for the beverage, not for your premises.
Two support points that exist and are worth it: ABKom (the Brazilian Kombucha Association), which helped build the kombucha standard and keeps contact with MAPA, and Sebrae, which has kombucha-specific guidance on registering the beverage and the producing company.
After the registration come the records
MAPA registration is the license to start selling. What keeps you selling are the other records, the day-to-day ones: readings, lots, traceability, the autocontrole the same decree requires, and a label within the rules.
